Rules Are on the Way as Erie Revels in Mural Mania

Shannon T. O’Connor, a partner in the firm’s Municipal and Government Law and General Liability groups, was quoted in an article for the Erie Times-News discussing the need for regulations for the growing public art scene in Erie, Pennsylvania.

In “Rules Are on the Way as Erie Revels in Mural Mania,” Shannon talks about public art and the First Amendment and how changing laws present obstacles for developing future rules for murals.

“The really difficult part for them is going to be understanding the patchwork of cases pertaining to murals and the First Amendment … The law is always in flux with the First Amendment analysis.”
