Goldberg Segalla Expands Workers’ Compensation Services to Federal Contractors Abroad

Goldberg Segalla is pleased to announce the addition of a new practice group that will serve the needs of clients impacted by the Defense Base Act (DBA) and the War Hazards Compensation Act (WHCA). A team of 11 attorneys, led by partner John R. Soler, have joined the firm, bolstering our service offerings for insurance carriers and federal contractors.

The team is uniquely qualified to assist clients governed by the DBA, which requires U.S. government contractors and subcontractors to provide workers’ compensation coverage to civilian and foreign national employees working abroad. The federal WHCA reimburses insurance carriers for DBA benefits paid in cases deemed “war-risk hazards.” With deep experience in these matters, the new team offers clients comprehensive guidance on litigation and compliance as it pertains to coverage under both statutes.

“We are nationally recognized for our ability to efficiently handle complex insurance and workers’ compensation matters, so adding this practice group is a natural fit, leveraging our existing strengths to enhance our service offerings in a nuanced area of law,” said Chief Operating Officer Christopher Belter.

Soler, who leads the new practice, is a nationally respected authority in DBA litigation and WHCA recovery, having represented government contractors and their insurers in hundreds of cases.

“Joining the ranks of a large firm ensures the infrastructure we need to continue providing excellent and seamless service to our clients,” said Soler. “We quickly recognized the synergy, resources and vision Goldberg Segalla provides in the areas of workers’ compensation and complex insurance services.”

The team of accomplished attorneys also joining our Defense Base Act and War Hazards Compensation Act practice group includes partners Ashley M. Anderson, John N. Lynn, Paul Miletic, Dylan R. Prior, and Michael A. Thompson, as well as associates Pamela U. Norbert, Jenny H. Chen, Neel R. Rana, Siya Saggi, and Michael Terlizzi.

“This group of attorneys does a phenomenal job in a highly complex legal field. It is a complementary practice to our other areas of law, and we are excited for the opportunity to immediately enhance the firm’s offerings,” said Hiring Partner Joseph M. Hanna. “John is an outstanding lawyer who possesses great experience with the distinct laws regarding federal contractors on foreign soil. I’m confident he and his team will be an excellent addition to Goldberg Segalla.”
