Scott Green Examines Potential Impact of Mamdani’s Victory on NYC Anti-Bias Agency

Goldberg Segalla partner and vice chair of the Employment and Labor practice group, Scott R. Green, was quoted in a Law360 article discussing the potential impact of Mayor-elect Zohran Mamdani’s campaign pledge to increase funding for the NYC Commission on Human Rights.

Published shortly after Mamdani’s election on November 4, the article, “Mamdani’s Win May Energize Sluggish NYC Anti-Bias Agency,” by Anne Cullen, examines elements of Mamdani’s pro-employee platform, including a proposed investment in the city agency responsible for addressing workplace discrimination. The Commission has faced challenges such as staffing shortages and case backlogs, and Mamdani’s plan to boost its budget could represent turning point in enforcement efforts.

Mamdani has proposed a $21 million budget for the agency, marking a 45 percent increase from the previous fiscal year’s $14.5 million. Both employee- and employer side attorneys suggest the $6.5 million infusion could lead to a more aggressive enforcement strategy.

Scott noted that the additional funding could support the hiring of dozens of new personnel, which in turn may result in a surge of investigations and lawsuits.

“With more staffing, they’re going to initiate more audits, and those will kick off more investigations and litigation,” Scott says, adding that the proposed budget could support up to 50 additional commission employees, potentially equipping the agency with its largest workforce in three decades.

Scott’s insights underscore the importance of employers staying proactive and prepared as the city’s employment enforcement landscape evolves.
