Frank Chang focuses his practice on representing employers, carriers, self-insured companies, and third-party administrators in workers’ compensation claims before the Workers’ Compensation Appeals Board in California. He has more than a decade of experience handling the defense of workers’ compensation matters from inception to closure. Frank has also handled employment matters as well as insurance defense of personal injury matters arising from alleged exposure to asbestos. While in law school, he served as a judicial extern to the Hon. Peter C. Lewis of the U.S. District Court for the Southern District of California and as a legal intern for the San Diego City Attorney’s Office.
